防衛省指出，這套高功率雷射系統比傳統導彈成本低得多，並且有潛力成為應對大量小型無人機攻擊的「改變遊戲規則」的武器。此系統的設計將考慮到艦艇空間的限制，重點是模組化和小型化，未來不僅會裝載於新建艦艇，還計劃適用於現有艦艇。預計2025至2029年度進行研究試作，2027至2030年度進行試驗，並驗證其成果。
