cavalcade, garland, Paper Garland, totem( pole ), heraldry, coat of arms, horseback

By German artist Carl von Bergen (1853-1933) Painting called Children making Silhouettes or possibly Two Girls playing with a Paper Garland (dated 1905) I've been unable to find much information about this artist, but think his paintings of children delightful. Does anyone know anything? Was he purely a fine artist, or did he also do illustration?
