Tim Bowen sheds some light on the origins and definition of the phrase to go to the dogs. According to the Macmillan English Dictionary, if a place or an organization isgoing to the dogs, it is not as good as it was in the past.

Centaurea cyanus, commonly known as cornflower or bachelor's button, is an annual flowering plant in the family Asteraceae, native to Europe. In the past it often grew as a weed in cornfields, hence its name. Wikipedia

矢車菊(cornflower)一般是淺柔的粉藍,巴黎的,卻明豔到近乎靛青。
這是以前在英國常買的花,清雅,廉宜,耐看,耐插。夏日窗邊擺上一瓶,好像把晴空搾汁,從桌面流入廳間。
矢車菊原生歐洲,原是雜草,和虞美人(poppy)一樣,經常長在麥田裡,cornflower的corn不是玉米,泛指穀類,意思是穀田中的花。但現在很難見到野生的,多是園藝栽培,花形碩大,色澤豔藍。
